April 20Tufts Health Plan of Massachusetts will begin providing Medicaid coverage for low-income Rhode Islanders.

It marks the first time in seven years that the state has offered a new plan option for residents on the government-funded health plan.

Tufts has joined UnitedHealthcare Community Plan and Neighborhood Health Plan of Rhode Island in signing a five-year agreement with the state to provide healthcare coverage to some 250,000 Rhode Islanders enrolled in Medicaid managed care, the Rhode Island Executive Office of Health and Human Services said in a statement Thursday.

The five-year contract includes five optional one-year extensions.

Patrick Tigue, Rhode Island's Medicaid Director said that the addition of Tufts is "great news" for the state. "This provides another great option for our Medicaid members and increases members' choice of providers," he said in a statement.

Rhode Island has contracted with Neighborhood and UnitedHealthcare since 1994. The most recent contract was in 2010. All three health plans are highly rated by the National Committee on Quality Assurance (NCQA) and have consistently ranked among the top Medicaid health plans in the country for many years, the Health and Human Services executive office said in its announcement.

Tufts Health Plan currently offers employer-sponsored health plans in Rhode Island, Massachusetts and New Hampshire, as well as Medicare, Medicaid and Marketplace plans in Massachusetts.

Tufts Health Plan currently has about 36,000 Rhode Island members in its employer-sponsored health plans, Sonya Hagopian, a Tufts spokeswoman, said. Tufts also offers employer-sponsored health plans in Massachusetts and New Hampshire, as well as Medicare, Medicaid and Marketplace plans in Massachusetts.

An open enrollment period is expected to be held this summer. Medicaid members will be able to remain in their current health plan or switch health plans, the statement said.

Currently, Neighborhood's membership represents approximately 66 percent of the total Medicaid managed care population in Rhode Island; UnitedHealthcare represents 33 percent. The new Tufts Health Plan will be called RITogetherand will begin enrolling new Medicaid members as early as June 2017.
